NMGHL Procedure for Officials

OFFICIALS INFORMATION SHEET
Official’s information sheet must be completed by all new officials that wish to officiate in NMGHL. This form should be either faxed or sent into the league by November 1, 2006 for all returning officials. New Officials that join the league throughout the season should promptly complete a form to be sent into the league.

START OF GAME PROCEDURES
Officials are to be at ice level at game time and are to order the clock started at 3 minutes as soon as both nets are pegged and available for the Teams to begin their warm up. Once the clock has started the officials shall initiate the Fair Play procedures. When two minutes have elapsed, a game official will blow the whistle to let the teams know they have one minute to get to their benches and get their starting line up to centre ice. If teams fail to be ready a delay of game penalty is to be assessed.

END OF GAME PROCEDURE / HAND SHAKE PROCEDURE
Coaches are to hold their benches until instructed by the officials. Teams are then to line up at centre ice, where upon instruction by the officials, they are to proceed to shake hands with their competition. Teams are allowed to go to the opposing team bench to shake hands with the coaching staff after which time the home team is held up in front of the visitors bench and the visiting team proceeds directly off the ice. Home team players are to wait for instruction from the officials to leave the ice. Officials are instructed to be diligent in following this process from start to finish in order to prevent any incidents at the end of the game. Officials must be present for the entire hand shake procedure and should not leave the ice until all players have entered their respective dressing rooms.

GAME INCIDENT REPORTS / GAME ASSESSMENT REPORT
A game incident report is required to be completed if there is an incident at the end of any game or anytime there are multiple major penalties assessed in the same game. Officials involved in game incidents may be required to attend a hearing for further follow up.

FLOODS BETWEEN 2ND & 3RD FOR LONG GAMES
Long format games, 12-15-15 minutes in length, are required to provide a substantial break period for the players during the course of the game. It is recommended that this break take the form of a 10 minute cessation of play at the completion of the second period. During this break, the ice may be resurfaced unless the officials, in concert with the competing teams, agree that this is not necessary, Furthermore, at the discretion of the officials, the timing of the break period can be altered to facilitate providing aid to an injured player.

ZIPPERED PANTS
Dangerous Equipment Rule 25(b) and 25(e). Players that have pants with zippers, velcro or button flaps on the pant leg must wear them in the fashion they were designed for. For the first incidence of violation of this rule, players and staff on both benches are to be given one warning per team. If any player returns to the game, after the warning is issued, with pants worn improperly they are to be assessed a minor penalty. If they return again after a penalty has been assessed, the player will receive a minor penalty and a gross misconduct (for making a travesty of the game) resulting in their ejection from the game and possible further suspensions from play. Officials are encouraged to communicate with players and coaches of the severity of the penalties should they return to play.

CHECKING FROM BEHIND
We want to continue to work to eliminate any contact from behind, as the resulting injuries, especially head and neck injuries can be catastrophic. Strict application of this rule is needed to remove this foul from our game.

FINES & SUSPENSIONS
The following fines are in place and will be assessed should official be negligent with responsibilities for their shift(s).

NO SHOW - $50 fine, 2nd NO SHOW - $100 fine, 3rd NO SHOW - suspension until a hearing has been held and re-instatement has been approved by the league and referee committee.

LATE FOR SHIFT - $10 fine, 2nd LATE -$10 fine, 3rd LATE - suspension until a hearing has been held and reinstatement has been approved by the league and referee committee.
